August Special Session

The Maryland General Assembly will convene August 9th to discuss legislation that would authorize a ballot question on casino gambling.  It appears that the Legislature will also consider a bill addressing a Court of Appeals decision that made pit bull owners and landlords strictly liable for injuries caused by pit bulls.  It is expected that the bill will continue to make dog owners strictly liable for injuries caused by their dogs, regardless of breed, but would clarify that landlords are not strictly liable.  The difference between strict liability and normal negligence standards is significant, and such a change would give landlords the ability to control their liability when tenants have dogs.
